  My impression is that they dont like foreign cars. Even though I pay for parking I still get fines. Complaining about the parking tickets to the gemeente got me my money back every time! I assume they give me fines because most foreign people dont know how to defend themselves against those so they are easy money. I see the stadswacht/handhaving hanging around in my street talking for hours to each other, no wonder they need to stress afterwards. Just throwing a fine on every foreign car seems a fast way to get it done. Again, complaining to gemeente helps to get your money back.
